SARSD was established under the Sudanese Voluntary and Humanitarian Work Act and possesses full legal personality, with the capacity to expand through branches and offices within Sudan and abroad.

Governance Structure
The Agency adopts an institutional governance structure that ensures efficiency, transparency, and accountability, consisting of:
- General AssemblyThe supreme authority of the Agency, made up of all registered members. Meets every year to approve the work plan, activity report and budget, and elects the Executive Office.
- Board of TrusteesAn advisory board selected by the Executive Office and approved by the General Assembly.
- Executive OfficeSeven to fifteen members elected by the General Assembly for a four-year term. Manages the Agency, its plans, programs and funds.
- Specialized technical departments and program unitsSpecialized departments and program units, led by department heads elected by the Executive Office.
Leadership roles
Director General
Leads the Agency and chairs General Assembly meetings. Elected by the Executive Office.
Executive Director
Manages day-to-day operations and chairs the General Assembly in the Director General’s absence.
Financial Manager
Issues official receipts for all funds received and paid, and keeps accurate accounting records.
Financial Integrity
SARSD also applies clear financial and administrative systems, supported by periodic financial audits to ensure integrity and institutional compliance.
- Annual audit of the accounts by an external auditor appointed by the General Assembly
- A copy of the audit report submitted to the Humanitarian Aid Commission
- Annual activity report and budget deposited with the Registrar
- Cheques signed jointly by the Director General or Executive Director with the Financial Manager
- Funds used exclusively for the Agency’s development and community objectives
